Transform a creature within range into a Beast with a CR ≤ the target's level/CR (Concentration, 1 hour). The target gains the Beast's HP; when those drop to 0 it reverts. The target can't cast spells, speak, or take actions not possible in its new form. Higher levels allow more transformations.
